The federal Housing Choice Voucher Program (HUD) plays a critical role in helping to address housing needs for extremely low-income households. Its most important advantage is that vouchers let recipients choose the housing and locations that meet their needs. Unfortunately, many local families who receive vouchers are not able to find a house or apartment where they can use them. Shortages of moderately priced rental housing and landlords who are willing to accept voucher payments contribute to this problem.
